Specifications in Construction: MasterFormat Basics

Specifications in construction are the written requirements that define material quality, product standards and workmanship for a project. Drawings show how much and where; specifications say how good. Together they form the contract documents that a contractor prices, a supplier orders from and an inspector checks the finished work against.

Most schools teach drawing for five years and specification writing for an afternoon. The gap shows fast, because a set that leaves the office stops being a presentation and becomes a legal instruction.

What Specifications Actually Do on a Project

A specification tells the contractor which products are acceptable, which standards they must meet and how the installation will be judged. These sections are bound into a project manual, the companion volume to the drawing set, and it often runs longer than the drawings.

The written form exists because drawings are bad at some jobs. You cannot draw a compressive strength, a fire rating or a warranty period. A drawing of a slab says it is 200 mm thick and where the joints fall; only the specification says it is 30 MPa, air entrained and cured for seven days.

Drawings Versus Specifications: The Division of Labor

The working rule taught in offices is short: drawings carry quantity and location, specifications carry quality and performance. Countable, dimensioned or locatable information belongs on a sheet; properties, procedures and acceptance tests belong in the project manual.

The split also stops the same fact appearing twice. Duplication is a future conflict, because one copy gets revised in an addendum and the other does not. Note callouts on architectural detail drawings should cite a section number, not repeat it.

Issue control matters on both sides. Status lives in the title block on a drawing, and the project manual needs an equally strict record so nobody builds from a superseded section.

Which One Wins When They Contradict Each Other?

Students expect a ranking. Under the most widely used American form there is none. The AIA notes that in its A201 general conditions drawings and specifications are complementary and the document does not create a hierarchy between them. What one requires is binding as if required by all, and the architect interprets any inconsistency.

Owners sometimes want certainty anyway, so supplementary conditions can add an order of precedence. That is a contract decision, not a drafting convenience. If your section says stainless steel fixings and your detail says galvanised, the contractor prices the cheaper one and charges for the difference later.

⚠️ Common Mistake to Avoid

Writing "as shown on drawings" in a specification while the drawing says "as specified" creates a loop that answers nothing. Point in one direction only: the drawing cites a section number, and the section names the standard and the test. Circular cross references send requests for information to the design team in week two.

How CSI MasterFormat Organizes the Project Manual

MasterFormat, published by the Construction Specifications Institute, gives every specification section a fixed address. A number such as 03 30 00 identifies cast in place concrete on any project using the system, so an estimator finds it without reading the table of contents. The current edition is MasterFormat 2026, which CSI describes as adding 2,185 new and 617 reorganised listings across its 41 divisions.

Division 01, General Requirements, sits above the technical work and covers submittals, quality control, temporary facilities and closeout. The divisions an architecture student meets most are 03 Concrete, 04 Masonry, 05 Metals, 06 Wood, Plastics and Composites, 07 Thermal and Moisture Protection, 08 Openings and 09 Finishes. Division 03 alone runs from mix design to formwork in concrete construction.

MasterFormat numbers are read in pairs. In 07 21 00 the first pair is the division (Thermal and Moisture Protection), the second the level two grouping (Thermal Insulation) and the third a level three breakdown such as 07 21 13 for board insulation. Older sets used five digits, so a legacy 07210 and a current 07 21 00 can cover the same scope.

The Five Specification Types and When to Use Each

Every clause falls into one of five methods, and mixing them carelessly is how contradictions get in.

  • Descriptive: you describe the properties without naming a brand. Useful where no standard exists, but you carry the risk of the description being unbuildable.
  • Performance: you state the result the assembly must reach and leave the means to the contractor. Suited to engineered systems such as curtain walling.
  • Reference standard: you require compliance with a published standard. Short, defensible, and the backbone of most technical sections.
  • Proprietary: you name a specific product. Common in refurbishment where an exact match is needed.
  • Or equal: a named product plus an approval route for substitutions. It preserves competition, but only if you write the criteria for judging one.

An or equal clause with no submittal requirements and no evaluation criteria invites whatever is cheapest that month. Say what evidence you want and who decides.

Citing Reference Standards Without Getting It Wrong

A citation carries three things: the issuing body, the designation and the scope invoked. Write the body and number as published, and state whether you mean the edition in force at the bidding date or a specific year. Never invent a year you have not checked.

The real trap is the withdrawn standard. Bodies retire and replace designations regularly, and an office master left unreviewed for a decade cites documents that no longer exist. Nobody can comply with a withdrawn standard or test against it, so the clause quietly becomes unenforceable.

Mistakes That Turn a Spec Into a Change Order

Three failures account for most specification disputes. The first is copy and paste from a previous project, which drags in scope that does not exist here. A section still asking for a pool liner on a school tells the contractor nobody read the document.

The second is information that fights the drawings, usually because one was updated and the other was not. The third is scope filed under the wrong division, so the trade that should have priced it never saw it. A stamped and sealed drawing means little if the section behind it was never issued.

How Specs Drive Submittals and Site Acceptance

A specification is not finished when it is issued. Part 1 lists what the contractor must submit, from product data and samples to shop drawings and mock ups, while Part 3 lists what gets inspected on site. Those two lists are the contract's enforcement mechanism.

Specify a floor flatness value but never require a measurement and you have written a wish. Require a mock up without saying who approves it and the programme absorbs the delay. Name the acceptance route and the clause becomes usable on site.

Specification literacy separates a graduate who can be trusted with a package from one who cannot. A design decision is only real once it is written in enforceable language, and reading other people's documents is most of junior practice.
